Sure! This is my own technique that I developed, but there may be better/easier ways to do this. Here is how I did it.
Start with a black background. 
Select the circle marquee tool. Holding down shift, make a perfect circle.
In a new layer, fill the circle with white.
Hit the eye next to the layer and turn it off for now. DO NOT deselect the circle shape until I tell you!
Create a new layer. Go to edit > stroke. Choose 5 pixels (more depending on how big of a circle you make). Choose white as the color and choose “inside” as the type of stroke.
You should now have a white ring. Go to fliter > gaussian blur. This takes a little eyeballing. Adjust the slider up until it looks similar to above. 
Deselect the circle now. Go to your brush tool. Choose a soft brush (probably around 35 or so). Create a new layer. On the top right of the circle create a white blob with your brush. I don’t move the mouse. I just hover over the area, click once, and then move the mouse over a little and click again. About 3 clicks of the mouse should do it. Just make sure the blob doesn’t look separated.
Now go to Edit > transform > warp. Mold your blob to match the contour of the circle.
Now for some clean up and finishing touches. Go back to your original white circle and turn it on. Right click on the layer image. It’s the thumbnail in your layer box next to the eye. Choose “select pixels.” 
Turn off the layer again and choose Select > inverse. Click on the circle layer with the guassian blur and hit delete twice. This cleans up the rough edges.
Go back once again to the original white circle, right click and choose “select pixels” again. 
Turn off the white circle and create a new layer on top of all the other layers. 
Go to edit > stroke and this time do 2 pixels.
Now we must reduce the layer opacity of this white ring to about 10 to 15 percent. Play with it until it looks right. 
And finally the white circle that started it all. Depending on the image you are putting the helmet on, you may need your globe to have a bit more contrast in order to show up. If so, turn on the white circle layer and reduce the opacity from about 3 - 10 percent until it looks right. You may not need to do this at all depending on the image. 
I hope that explains it. You should now have a little space helmet. Or you can use it as a bubble too.
